Owen's daughter, Talaia, was found on her grandmother's bed unconscious from what was later determined as fentanyl poisoning. She was without oxygen to her brain for 38 minutes. "My daughter didn't stand a chance..." Owen reflects.

Talaia took what she thought was a painkiller for her cramps; she didn’t know it was a fake laced with fentanyl.

In Sacramento County, 98% of street drugs are fake and 99% contain deadly fentanyl.
